Reviewed Februaryís Presidents Meeting minutes.

Motion to accept Decemberís minutes by Gary Emerson and second by Bob Landon.  Motion passed unanimous.

Retired Major Rick Briggs spoke to the Presidentís about the up and coming Veterans Tournament that will be held on June 8 at Kensington Metropark.  Anyone interested in doing this event should get signed up( on our website).  They are always looking for more boaters.

John Nohner from Michigan State University spoke to the Presidents about the Largemouth Bass habitat studies and creel surveys they are currently doing.

DNR Deputy Director William Mortiz spoke to the Presidents about new license fee increases/structure which will take effect in 2014.  He also told the Presidents about the dredging projects this year due to the low water levels on the Great Lakes.

Chris Teague from Waters Edge Fish Artistry spoke to the Presidents about the fish mounts the make.  They are a new sponsor to the Federation this year and will donate a mount of the biggest fish caught at the State Championship in Escanaba.

Garth Allen from 2nd Chance Fishing Adventures spoke to the Presidents about a Veterans Tournament he will be holding on May 18 out of Stoney Creek Metropark.   The event will start at 8:30am.  Anyone interested in doing this event should contact him.

Nick Sallis from Island Harbor Marina spoke to the Presidents about their facility and invited anyone interested in holding a tournament out of his marina to contact him.

Treasurersí Report: Jay Berwick

Jay handed out a summarized profit/loss sheet for the Presidentís and went over the figures with the Presidentís.  We currently have $18$17,892.54 in the general fund, $42.66 in the Classic fund, $1500.47 in the raffle fund, and $44,981.99 in the Money Market account.  Jay told the Presidents that we had an increase in the raffle fund from profits made at the poker events.  Jay told the Presidents that our biggest expense is the money paid out the Northern Divisional Team each year.  We are currently running at a break even point financially.  A motion was made to accept the Treasurers report by Mike Dawson and seconded by Mike Kujawski. 

Scholarship Report: Jay Berwick

Jay told the Presidentís that we have a total of $68,445.00 in the Scholarship Fund.  We will be taking out $5,800.00 from the Scholarship account and moving it to the General Fund.  This is to replace the monies that were paid out to Scholarships in the 2011-2013 years.  Scholarship applications are to be turned into Jay by October 15 in order to be considered.( See website for forms)

Classic Series Report: Larry Gargus

Larry told the Presidents that the Classic Series dates and lakes are set.  The dates are: June 2, 2013 Saginaw Bay, July 14, 2013 Sanford Lake, August 18, 2013 Lake St. Clair, & the Classic Series Championship will be September 22, 2013 on Grand Traverse Bay. Larry has applications with him if anyone needs one, also they are available on-line. 

State Championship: Paul Wagner

Paul Wagner will be the Tournament Director of the State Championship held at Escanaba in 2013.  The dates for the tournament will be July 25, 26, 27, & 28 as our bad weather day. Paul went over some of the rule changes that will take place at next years State Championship. Some of the notable changes are non-boaters respecting day 1 boaters water on day 2, fish must be culled immediately, & their will be new club awards this year. Please contact Paul Wagner if you have questions.  The launch site will be the city ramp in Escanaba.  The entry fee for the event will $125.00 per contestant with a $10.00 buy-in for big bass.  We will be doing a drive by livewell check this year.  The Presidents were asked as to where they would like to see the 2014-2015 State Championship held.  Some of the suggestions were, Lake Charlevoix, Grand Traverse Bay, Elk-Torch Chain, Lake Erie, and Thunder Bay in Alpena.

Membership: Camille Delikta

We currently have 31-clubs totaling 425-members to date.  28 are adult clubs and 3 are youth clubs. June 1, 2013 is the cut-off date for adding new and or returning members to be eligible for full state benefits.  There is a $5.00 late fee for all returning members. Club Presidents need to get their members whose National BASS memberships have expired to renew them in order to remain a club in good standing.

Newsletter: Tom Boland

Tom said he is always looking for articles for future newsletters. Send in a summary of your club, top anglers, club projects, etc. We currently do three newsletters each year. If you have any thing you want in print contact Tom Boland tboland@michiganbass.net . Tom handed out hard copies of the new newsletter to all of the Presidents.  All others can view or download on-line from our state web site.  May 20 will be the cut-off date for the next newsletter and it will go to print on June 1st.

Youth: Paul Wagner

Paul told the Presidents that there are new youth project forms available on-line.  Paul told the Presidents about our new youth program and high school clubs. For the 2013 year the youth program will stay the same.  Changes will take place in 2014 with the start of the new high school club program.  There will be more requirements for juniors to participate.  Contact Paul Wagner if you plan on forming a new youth club.  Paul will post all of the new information about the high school club program on our web-site.  Paul is currently re-doing the junior (youth) club guidelines. 

Boat Shows: Pres. Sacks

Paul told the Presidents that we had a very good turnout at the at all of the shows we worked this year.  We did end up doing the Grand Rapids show with the help of Jeff Kellogg.  From that show alone we received over a dozen membership inquiries. 

Sponsorship: Pres. P. Sacks

Paul highlighted the current contracts through Mercury, Triton, & Skeeter.  Paul has signed the Mercury and Triton contracts for next year which is good through December 31, 2013.  We will be getting special pricing on Powell Rods and Solar Bat sunglasses.  Please contact either Dave Demott or Tom Boland if you have any sponsors to bring to us.  We once again have Snack Daddy Lures as one of our sponsors. We still have the Triton Alliance Package available.  Please contact Paul Sacks prior to the sale.  Our State will get credit for the sale if we pre-register that member.  Please ask them to see Miles at D & R Sports Center for their free bonus boat cover and other free items.  Let Miles know that you are a member of Michigan B.A.S.S. Conservation: Dan Kimmel

We welcome Dan Kimmel as our new Conservation Director.  Dan told the Presidents he will be submitting two new proposals to the State of Michigan and the MNDR.  The first proposal is to have immediate catch and release for largemouth or smallmouth bass year round on all inland waters and great lakes and connecting waters.  The second proposal to be presented is to remove statewide closed seasons for fish and replace them with immediate catch and release. Dan also went over the proposed Scientific Management bills.  Dan urged that the Presidents to get the members to send letters to their representatives and senators.  Dan also would like to see clubs participate in creel surveys for the MNDR.

Paul Sacks gave an update on the current situation involving the IRS.  The IRS is willing to abate the $6,700.00 that we owe if we come into compliance with our tax forms from the 2008-2012 years. This should all be resolved by May 3rd.  We are currently looking for a new accountant for next year.

**Owner incentive money still available for Triton, Skeeter, and Nitro owners. We still have yet to have anyone contact us for the discount Skeeter Boat deal.

**We can again supply limited( 5 cases) Mercury Products to our clubs but not to the general public.  The oil prices increased by $5.00 per case.  The pricing will be as follows:  Optimax oil will be $65.00/case, Premium Plus will be $55.00/case and single bottles for Optimax will be $27.00 each and $22.00 each for Premium plus.  We do Not know if Yamaha will provide us oil at this time.

**Paul went over the Texas Holdíem monies we had made ( net funds of $2,600 for this one event) and also discussed the future dates of the events that will be held.  We still need help in these events.  Anyone interested should contact Paul Sacks.

**State dues will remain at $25.00 each for the 2013 year.

**The Northern Divisional will be hosted by South Dakota and held at Francis Case Lake from August 25-31 (dates include travel time).  The team will receive $1,600.00 more than last yearís team.

** We now have a new Facebook account under Mi BASS Nation.  We had to do this due to Lowrance changed how we can enter their contest.  This year we will be required to post pictures on the Lowrance Facebook site in order to win free product.  Please send Pres, Sacks  psacks@michiganbass.net  any pictures and we will post them to the site.

**Ted Prisbe is looking at starting a  college team with Oakland University and is looking for volunteers to help him with it.

**We again ran the on-line Bassmaster Classic Fantasy Fishing Contest as we did last year.  The winners were 1st M. Edwards with 1300 points, Shawn Elliot was 2nd with 1265 points and their was a tie for 3rd place by D McGlaughlin and Tom Boland.

The 50/50 raffle was $175.00 with $87.00 to the winner.  The winner was Dave Reault.

We currently have 29-clubs totaling 377-members to date.  27 are adult clubs and 2 are youth clubs. June 1, 2013 is the cut-off date for adding new and or returning members to be eligible for full state benefits.  There is a $5.00 late fee now for all returning membersin 2013. Camille has yet to update the National Roster.  Saginaw Valley Bass Anglers won $110.00 in our first ever 50/50 club membership raffle.

Send in a summary of your club, top anglers, club projects, etc. The next newsletter will go to print by the end of the year.  We currently do three newsletters each year. Barry Narrin will not be returning to the Michigan Bass Nation as our Youth Director.  We thank Barry for all of his years of service.  Paul Wagner will be our new Youth Director.  Paul told the Presidents that there are new youth project forms available on-line.  Any youth projects for 2013 must be submitted to Paul prior to the April 21st  Presidents meeting.  Paul told the Presidents about our new youth program and high school clubs. Paul told the Presidents that we had a very good turnout at the Ultimate Fishing Show in January down in Novi.  We will be having a table  at both the Outdoorama and Bass Pro Shops spring fishing show to try to recruit new members.  We are still looking for a club to man the booth for the Ultimate Fishing Show in Grand Rapids.  Please contact Paul Sacks if your club is interested in doing this show.  If no clubs show any interest, we will not be attending that show.

There is no new progress on the Asian carp situation.  There will be new ďKeeping Bass AliveĒ cards coming out in the near future.

**We will be once again running the on-line Bassmaster Classic Fantasy Fishing Contest as we did last year.  Prizes will be the same as last year, 1st a new prop, 2nd Mercury oil, and 3rd a paid membership. Awarded at April meeting.

The 50/50 raffle was $185.00 with $92.00 to the winner.  The winner was Ryan Mills.

American Income Life Insurance representative spoke to the Presidentís about our AD&D policy and the new larger amount of coverage.

Jamie Sochocki spoke to the Presidents about his experience at the Federation Championship where he represented the state of Michigan.

B.A.S.S. has changed the name of the Federation from Bass Federation Nation toĒ Bass NationĒ.  This was done to not confuse people with the other Federation. It also creates a new modern feel for us.

Cabelaís will be the new national sponsor for B.A.S.S.

Treasurersí Report: Jay Berwick

Jay handed out a summarized profit/loss sheet for the Presidentís and went over the figures with the Presidentís.  We currently have( see hand out)  in the general fund, (see handout) in the Classic fund, (see handout) in the raffle fund, and (see handout) in the Savings account.  Jay told the Presidentís that the Northern Divisional was our biggest expense.  A motion was made to accept the Treasurers report by Mike Dawson and seconded by Mike Kujawski.  Paul Sacks also told the Presidentís that an appeal letter was sent to the IRS to resolve the 2004-2006 tax period issues.  It will be a minimum of 4-6 months before the IRS will schedule the appeal hearing.

Scholarship Report: Jay Berwick

Jay told the Presidentís that we only had three applicants for scholarships this year.  A meeting was held before the Presidentís meeting to determine how much would be awarded.  The Scholarship Committee was made up of Dave Demott, Mike Kujawski, and Tom Boland.  Three awards were granted at $600.00 each to Ivy Potter, Allison Berwick, and Nicole Berwick.

Larry told the Presidents that the Classic Series dates are set but the lakes have yet to be determined.  The dates are: June 2, 2013, July 14, 2013, August 18, 2013, & the Classic Series Championship will be September 22, 2013.

State Championship: Paul Wagner

Paul Wagner will be the Tournament Director of the State Championship held at Escanaba in 2013.  The dates for the tournament will be July 25, 26, 27, & 28 as our bad weather day.  A show of hands was taken to leave the dates as picked or move the entire tournament up by a day.  The Presidentís chose to leave the dates as is.  Paul went over some of the rule changes that will take place at next years State Championship. Membership: Camille Delikta

We currently have 20-clubs totaling 254-members at this early date.  Camille told the Presidentís to please only turn in the mailed Michigan roster forms.  June 1, 2013 is the cut-off date for adding new and or returning members to be eligible for full state benefits, Rosters are due by December 31, 2012 in order to avoid late fees for returning members.

Youth: Paul Sacks/Paul Wagner

Team Bass received a $350.00 check for the youth projects for Hurley Childrenís Miracle Network Youth fishing event/barbecue.  A new high school bass division will be setup by B.A.S.S. in 2013. Starting in 2014 Junior anglers will not advance beyond the state level.  The new high school division will advance beyond the state level.  A minimum of two members will be needed to form a high school club.  Paul asked the Presidentís if we should continue youth clubs.  The Junior State Championship will be on Lake St. Clair on Sunday June 30, 2013 out of the St. Clair (Metro Beach) Metropark.  For the 2013 boat/fishing/outdoors shows, we will no longer be holding Casting Kids competitions.

The dates for this years show are:  Ultimate Fishing Show in Novi January 10-13, Outdoorama in Novi February 21-24, & Ultimate Fishing Show in Grand Rapids March 21-24.  Unless a club from the west side of the state volunteers to man a booth at the Grand Rapids show, we will not be able attend that show.

Sponsorship: Pres. P. Sacks

Paul highlighted the current contracts through Mercury, Triton, & Skeeter.  Paul will sign the Mercury and Triton contracts for next year.  We will be getting special pricing on Powell Rods and Solar Bat sunglasses.  Pricing discounts will be sent via email starting sometime in January.  Our Lowrance contest book won the highest award once again at $2,000.00 of merchandise at special pricing.  Dave Demott and Tom Boland will be our new sponsorship directors.

Conservation: Jarrod Sherwood

A federal judge tossed out a lawsuit by five states to shut waterways down that pose a threat of having Asian Carp from entering the Great Lakes.  The judge ruled that Congress needs to come up with a plan to deal with the Asian Carp threat.  Jarrod asked the Presidentís to send him anything they had on conservation issues.

**TheĒ RebaitĒ recycled bait program is now discontinued.

Treasurersí Report: Jay Berwick

Jay handed out a summarized profit/loss sheet for the Presidentís and went over the figures with the Presidents. There was discussion about questions from the IRS concerning form 990ís  from 2004-2006. A motion to accept the Treasurers report was made by Paul Wagner and seconded by Sharon Leonardi.  The motion passed unanimous.

Scholarship Report: Jay Berwick

Jay reported that there are currently only 3 applications turned in. We discussed and rejected the idea of extending the deadline for applications. A motion was made by Jason and seconded by Camille to fund the maximum of $3,000 for this year only. The Lake Nepessing Bass Club made a $100 donation to the scholarship fund. A committee was formed to review the applications at the December meeting. Serving on this committee will be President Sacks, Bill Simpson (Dead Sticks), Sharon Leonardi (Mich. Babes & Bums, Dave Demott (Lake Nepessing), and V.P. Tom Boland (Bass Chasers of Shia. Co.)

Classic Series Report: Larry Gargus

Larry was absent so there was no classic series report. The board anticipates that classic series tournament dates will be June 2, July 21, August 25, and September 22.  Application should be available at the Jan. Novi Ultimate Boat show.

State Championship: Paul Wagner

Paul Wagner will be the Tournament Director of the State Championship being held at Escanaba this year.  The date for the event has not been determined yet.   Paul went over the some possible rule changes for this year.  The Alabama Rig will be allowed for the tournament. Note:  Any fish hooked on the Alabama Rig must be in the fishís mouth. Entry fees for the tournament will stay at $150.00.  Discussion was held concerning the fact that the Northern Divisional tournament will be in South Dakota and if we hold the state Championship in Escanaba before this tournament the anglers would be about half way there. The dates will be August 24 through Aug. 31th. ( this includes travel time.)

Discussion was held concerning how the prize money is determined and distributed for the team awards. 

Membership:

We currently have 509 adult members and 81 youth members totaling 590 paid memberships.  All clubs need to make sure that their final rosters are in by June 1st in order to be eligible to fish in the State Championship. A prize will be awarded to clubs who have their membership rosters in at the December meeting. All clubs who have a completed roster at the December meeting will be put into a drawing for half of the 50/50 money raised at the December meeting. The drawing will be held after the December meeting and the winning club will be announced at the February meeting. 

Newsletter: Tom Boland

Tom said he is always looking for articles for future newsletters.  The next newsletter will go to print after the December meeting.  We currently do three newsletters each year. If you have anything you want in print contact Tom Boland tboland@michiganbass.net .  We will continue to hand out hard copies of the newsletter to the Presidents only to cut down on expenses. All others can view or download on line from our state web site.

Youth: Barry Narrin

Barry told the Board that he had (6) youth projects from the 2012 year.  Lake Nepessing had (2) projects scheduled, Calhoun County had (3) projects scheduled and Team Bass had (1).    The Junior State Championship lake and date of tournament will be determined at a later date.  The event will only be (1) day with a picnic afterwards.    A vote on continuing the Casting Kids program was held and it was determined that we will no longer sponsor this event. We discussed that there are funds available to clubs who are willing to start a youth club. Club Presidents should contact Barry Narrin.  

Boat Shows: Pres. Sacks

Paul went over the show dates for the up and coming year.  Show dates are: January 10-13 Novi, February 21-24 Outdoorama, and March 21-24 Grand Rapids. There was discussion about attending the Grand Rapids show this concerned travel and hotel expenses for president Sacks. Unless Westside clubs contact the board, we do not plan on setting up at Grand Rapids this year.

Sponsorship: Pres. P. Sacks

Paul highlighted the new 2013 contracts that will be established at the Federation Nation meeting he and Paul Wagner will attend at the end of October.  Newest sponsors that came on board are:  Powell Rods, Simms Clothing  Jack It baits , and Solar Bat. We need a new sponsorship director. Tom Boland and Dave Demott volunteered to be co-chairmen of the sponsorship committee.

Conservation: Jarrod Sherwood

Jarrod reported on the Asian Carp and the Army Corps of Engineers working on the invasive species. He also reported that BASS is printing Keeping Bass Alive cards for members. Finally he talked about a program called the Recycled Fish - A -Thon. He will look into the program and report more back to us. No update on the release tube.  Jarrod asked the presidents for information (e-mail address) on each clubs Conservation Director.

**Owner incentive money still available for Triton, Skeeter, and Nitro owners.  Our Triton/Mercury Alliance Program is good thru December 31, 2012.  We still have yet to have anyone contact us for the discount Skeeter Boat deal.

** Cabelas will be the new premier Federation sponsor next year .

**Paul went over the Texas Holdíem monies we had made and also discussed the future dates of the events that will be held.  This year the events will be held at Pampa Lanes in Warren, MI. We still need help in these events.  Anyone interested should contact Paul Sacks.

**Our two sizes of B.A.S.S. Federation patches are now available. Contact Pres. Sacks for your club orders.

**Board of Directors elections were held at todayís Presidentís meeting. Paul Sacks will be seated unopposed.  Jay Berwick, Mike Kujawski, and Barry Narrin ran for the open 3 year seats Dave Demott was elected to fill the vacant two year seat. President Sacks will attempt to find someone to fill the other open seat. He has the authority to appoint someone for this seat. Please let your members know there is still an open board seat. We will try and fill this seat at the Dec. Pres. meeting.

**A committee was established to review the current by-laws. Paul Wagner, Tom Boland, Sharon Leonardi, and Paul Sacks will serve on this committee.

** Meeting dates will be December 9th, February 10th, and April 21st, all at Bass Pro Shops.

**We will run the Bassmaster Classic contest again this year.

**A motion was made by Paul Wagner and seconded by Sharon Leonardi to keep our federation dues the same as last year. The motion passed unanimously.

The 50/50 raffle was $42.00 with $21.00 to the winner Jay Berwick.

A motion to adjourn was made by Paul Wagner and seconded by Dave Demott.
