PRESIDENTS’ MEETING MINUTES
December 4, 2005

Held at Bass Pro Shops Auburn Hills, MI
Called to order 1:04 p.m.

Roll Call: 41 of 62 clubs present

President Hedberg introduced the three new board members: Larry Leonardi,
Mike O’Rourke, and Dave Harmon. The officers for 2006 are: Doug Hedberg (Pr),
Dave Dienes (VP), Dennis Beltz (Tr.), and Jay Berwick (Sec).

Reviewed October’s Presidents’ Meeting minutes. Change treasurer to Doug Hedberg. No other questions or corrections. Motion to accept minutes by Jerry Overton, 2nd by Dave Fogleman. Motion passed.

Treasurer’s Report: Dennis Beltz
There is a handout on file.
General Fund $66,396.74
There is approx. $15000. Committed for various activities.
Corrected National Qualifier for the Classic at $1500.
Income is approx. $6700, mostly in receivables.
Sending 2 kids to the Casting Kids Championship. We receive $1000 for each participant. This pay for 1 parent and child to attend.
Scholarship Fund $63,326.81. Will pay $2100. This year to the scholarship winners.
Bass Chasers of Shiawasee County donated $48 to the scholarship fund.
Classic Series owes general fund approx.. $1500.
Motion to accept Treasurer’s report by Mike Kujawski, Second by Joe Suey . Motion passed.

President Hedberg discussed the State Championship. Dan Shine was announced as the winner of the day 2 2nd big bass award. Dan was not at the awards ceremony. When contacted later, Dan advised there was an error. Upon further review Guilio Cogo is the true recipient. The award was presented to The Michigan Bass Masters. A big thank you to Dan Shine for his honesty and sportsmanship!

Classic Series Report: Dave Dienes
Dates & location are the following: June 3rd & 4th Muskegon Lake at Fisherman’s
Landing. July 15th & 16th Saginaw Bay at Aug Gres. August 12th & 13th Lake St. Clair. Selfridge. September 29th & 30th Charlevoix.
Discussed possibly changing the St.. Clair tournaments to August 5th & 6th due to conflict with Wonderland Marine’s tournament.

State Championship: Paul Sacks
Veteran’s Park is available on August 25th & 26th. Looking for $4000. The local Chamber of Commerce does not have this available. They will work on our behalf to obtain secondary source of funding. Jeff Lindsay asked question if the presidents can choose the lake.

Mark Modrak give a Ranger update. Ranger thanks the Federation and its members for its support. Brief description of some new models. There is a Ranger owner tournament. The incentives will remain the same for the upcoming year.

Lou Borer Scholarship Fund: Paul Sacks
Committee met to select applicants. Received 8 applications, and 7 qualified. Pay the 7 applicants $300. each. Paul Sacks thanked the membership for its support. The Michigan Bass Busters donated $200. to the fund.
Paul Sacks presented a bylaw change to change the application due date. It reads “__________________


Dennis Beltz presented Dan Posey, the 2005 State Champion, prizes for being the champion. In addition, because Dan has a Triton and other qualifying equipment, Dan will receive $2750. in bonus money!

President Hedberg stated the 1099 forms will be mailed out in early January.

BASS National vs. Federation Issue
National BASS increased annual dues to $20. TBF’s rep’s were seeking answers for the increase. National BASS has banned the rep’s from BASS. All the issues surrounding the event are still evolving. Discussed all the benefits received from BASS. There are meetings being held January 7th at the National Federation tournament. The board recommends staying the course. All clubs should send in their dues by the December deadline.

Raffle Ticket: Ray Schmitt
Tickets will be available next week. Printing 30,000 tickets. The tickets will be available at the February Presidents’ meeting. Contact Ray if you need them sooner. The drawing will be held June 10, 2006 at Bass Pro Shops between 3:00 - 5:00 p.m.. The grand prize is a Ranger 175 with a 115 hp Yamaha motor. Dennis Beltz stated the boat should be in and prepped by the end of the month.

Youth Activities: Dennis Beltz
Submit youth projects to Larry Leonardi. They are due before the April board meeting.
The money will be awarded at the April Presidents’ meeting.
Mike O’Rourke will take Casting Kids dates for the various shows.

Membership: Paul Wagner
Will mail rosters to each club next year to make it easier.

Newsletter & Web site: Jay Berwick & Paul Wagner
Jay Berwick discussed winter Bass Lines edition. This will be a full size magazine. Print 5000 copies. The other 3 editions will be similar to the flyer sent out for the State Championship. The ad rates are: $200 per page, $100 for a ½ page, and $50 for a ¼ page. Paul Wagner discussed the importance of articles and content for both the Bass Lines and the web site.

Conservation: Dan Kimmel
Dan Kimmel clarified the new regulations. Catch and immediate release will start in the lower peninsula the last Saturday in April. This includes Lake St.. Clair. The date for the upper peninsula is May 15th. There are no more test lakes. The drop shot rig is legal except for trout streams and drowned river mouths such as Muskegon Lake, etc.
Dan thanked Ron Spitler for all help with the new bass regulations.
Dan suggests clubs appoint a club conservation director.
The next issues we should expect are a lead ban, limiting tournaments, and improving bass survivability.
Paul Sacks asked about the DNR providing tournament bass release sites.
Question about a creel census form and data to provide DNR relevant information.

New Business
A. Wayne Carpenter gave a Showspan update. We have a long relationship with Showspan. They provide space at their boat shows for no charge. We hold Casting kids contests and sell raffle tickets. Their shows are bigger and better. Please grab and pass out flyers to promote the shows

B. Larry Leonardi won the 50/50 raffle.

State Championship: Paul Sacks
Sent letter to Saginaw chamber of commerce for local sponsorship. Dates should be accepted for August 25th & 26th. Meeting for approval is later in February for Saginaw Bay at Veteran’s Park. Looking for banquet facility. Hoping to get no wake waived for the river.

Classic Series Report: Mike O’Rourke

Paid scholarship money in December. Received thank you letter from Jamie McElroy.

Question about eligibility for the scholarship. Any relationship to a federation member is eligible to apply.
By-law proposal to change application deadline to October 15th submitted by Paul Sacks.
Regarding XI Applications Article 7 currently reads: “Applications will be no later than the 31st of July in the year the award is to be given.” The new by-law would be the following: “Applications will be no later than the 15th of October in the year is to be awarded.” Vote to change the by-law was unanimous.

Youth Activities: Ron Guilfoil Jr.
Junior State Championship can’t be determined until the TBF issue is resolved.
Dennis Beltz helped with Casting Kids and the schedule. Anglers Unlimited will do the Casting Kids at Outdoorama Feb. 22 - 26. Any club who wishes to help should contact Anglers Unlimited. Bass Pro Shops wants more youth activities at its Auburn Hills store such as 1 Casting Kids event each month.
Looking for some rewards for volunteers.
Sending 2 kids to the Junior World Championship next week.
Ron Guilfoil Jr. is committed to the youth regardless of TBF direction.
Thank you for selling raffle tickets and funding the youth!

Conservation: Dan Kimmel
Need club conservation director for each club.
Meeting with DNR in Feb. or March. Please advise if you have any questions for the DNR.
Vote yes on Proposal 1. This will protect hunting and fishing funds from being raided for general fund purposes.
Citizens for Wildlife Conservation helping fight the anti-hunters and anti-fishing groups.
Next battle is regarding dove hunting. Contact is www.midovehunt.com.

TBF/B.A.S.S. Issue: President Hedberg
We need to make a by-law change regardless of which way we vote. Recommend special meeting on March 12th. By-law change submitted by Dakota Sports Fishing Club to accept proposal by TBF. Discussed questions about the March meeting and vote.

Who is TBF? Originally called the United Bass Federation. Small group to deal with B.A.S.S.. Michigan is a member and stock holder.

Review of January 7th Presidents’ meeting.
9 demands submitted by several presidents - Michigan did not sign the document. B.A.S.S. presented their program. Current model is not working. The Federation is not a democracy. ESPN will run it like a business. There are 36,000 federation members. B.A.S.S. Motto is to fish the best location for the best fishing. There is a yes or no vote for the proposal - no negotiating!
Priorities are serve outdoor enthusiast, conservation and youth, and competition.
No mention about the federation!

BASS Federation Nation
Everything has changed. Federation benefits include the following: Insider membership, federation section in Bassmember Insider, Bassmaster University discounts.
Customer service phone # 877-BASS-USA.
2006 investment is $3,600,000. $6 of dues goes to national payout.
New for 2007 - Divisions gone & State Champion goes directly to national tournament.
(The divisions were later added back). B.A.S.S. Federation nation Bass Club World Championship. Have a state qualifier tournament. Six 6 team advance to the regional.
Each team member of the winning national tournament will receive a Triton/Mercury package. We can only use national sponsors at this tournament.
B.A.S.S. Limits state president to 4 years continuous, off at least 4 years, and another 4 years as president. That individual could no longer be a president. This would require a by-laws change.

Conservation
Update web site weekly. Give each state money for fish habitat.

Youth
Give expense money for Casting Kids and Junior World Championship participants.

B.A.S.S reinstated the 7 members. However, they can not be on their state board.
Divisional tournaments are back. They did not say how they were going to be funded.

TBF Meeting
5 year proposal. 25% discount for membership or pay for insurance the 1st year.
Discounts offered with various sponsors. Credit card program. $7 payback to federation for new members. You can join 3 clubs with 1 paid dues. General overview of the State Championship, Divisional Championship, and BFL All-American tournaments. List of exclusive sponsors. The FLW would pay TBF $1,000,000. for operating money. (This would be prorated based upon how many states accept this proposal.)

Youth
FLW has worked with Boy Scouts the last 5 years. Travel money for national youth participants. Working on program similar to Casting Kids. Money from the TBF for states’ youth programs.

BassFan
Responsible for TBF web site No charge for association.
BassFan Army No charge for federation members. Six or more boaters and co-anglers qualify for the Weekend Warrior Championship. The federation decides how to Qualify.

Discussion and answering questions about the various proposals.

2 by-law changes were submitted. One is to associate with TBF, and the other change is to stay affiliated with B.A.S.S.

The by-law change to change to TBF was submitted by Dennis Beltz, President of Dakota Sports. His proposal reads:

“That the Michigan BASS Chapter Federation, Inc.. (MBCF, Inc..) Accept the proposal of The Bass Federation, Inc.. (TBF, Inc..) By doing So, rewrite the MBCF hand book to reflect all TBF incentives.

The MBCF, Inc. will not have to change the name, but will not be sanctioned or Supported by ESPN/BASS.”

The other by-law change to stay with B.A.S.S. was submitted by Big Time Bass Club President Jerry Overton. His proposal reads:

“That the Michigan BASS Chapter Federation, Inc.. (MBCF, Inc..) accept the Proposal of the BASS Federation Nation. By doing so, rewrite the MBCF, Inc..
Hand book to reflect all BASS Federation Nation incentives.

The MBCF, Inc.. Will not have to change the name, but will be sanctioned or supported by ESPN/BASS.

This was taken by clubs getting ballots. 33 clubs present.

Questions were answered regarding the 2 proposals. Instructions were given to only vote on 1 proposal. After all questions were answered, a vote was taken. The results were 24 to 18 to stay with B.A.S.S..

Presentation by Riley Daniels, Bass Pro Shops manager. He values our support. They are opening 7 new stores this year. Pat White is the fishing manager. If you have any recommendations for new tackle, let Pat White know.

You have until May 1st to submit request for refund of dues.
Barry Narrin had a question regarding waiving late fee due to TBF issue. We can not waive because it is a by-law.

Classic Series Report: Doug Hedberg

Waiting for the Selfridge DNR permit. Looking for a tournament director.

State Championship: Paul Sacks

Scheduled for August 25th & 26th. Launching out of Veteran’s Park. The local chamber of commerce is supplying 20 helpers. The banquet will be at Lumber Baron’s. Do not bring your boats! There will be a catered picnic Friday. Make reservations early!

Sending accommodations letter by June 1st. The Coast Guard will not waive the no wake zone. Recommend extending State Championship deadline to May 21st. The presidents approved.

Mike Kajowski advised the MWT has a tournament the same time as the Classic Series Saginaw Bay tournament.

Youth Activities: Ron Guilfoil Jr.

Looking for CO-director. He needs help. The date and location for the Junior State Championship has not been selected. Plan on a July or August date. Please give suggestions. He would like it centrally located.

The 2007 Junior State Championship will be on the west side of the state.

Junior rosters are due by June 1st.

Contact Ron at home after 5:00 p.m. at 810-232-5256.

Awarded 3 clubs $250.00 for youth activities. The 3 clubs are: Lake Nepessing Bass Club, South Central, and Bass Chasers of Shiawassee.

Suggestion for hotels and 24 hour restaurant list. Post on web site. Handy information if a club has a tournament in the area.

Met with DNR management. There is a new commercial use permit. Looking for direct communication. Get to know your local DNR! Studying walleye tournaments.

Wants to improve Harley Ensign release site. The DNR was knowledgeable about TBF issues. A lead ban was introduced. This will probably be the next big issue!

Vote yes on Proposal 1. This will protect hunting and fishing funds from being raided for general fund purposes.

Dan is resigning. BASS won’t let him be conservation director for both TBF and the Michigan Federation.

President Hedberg thanked Dan for all his efforts!

21,000 tickets are out. Tickets are due by May 15th. Please send back earlier if possible.

4 board positions are expiring. Election will be at the October Presidents’ meeting.

Nominations are due by July 1st to Jay Berwick.

The 4 expiring positions are: Doug Hedberg, Mark Smith, Paul Sacks, and Jay Berwick.

Question raised about the 6 6 team event. Michigan does not have anything set up yet.

Wayne Carpenter suggested sending thank you letters to Kim Stricker for his help at the state championship, and to Adam Star for the Lansing room for the special meeting.

Larry Leonardi is reviewing the by-laws and rules. Wants to make presentation at the October Presidents’ meeting. Looking for 5 volunteers. Wants most of the work done over the internet.

Dennis Beltz suggested sending letters to sponsors. Invite them to your events and say thank you!

50/50 won by Larry Leonardi.
