March 29, 2009 Held at D and R Sports Center

Called to order at 1:20PM Kalamazoo, Mi.

There were 25 clubs present.

 

Reviewed February’s 2009 Presidents meeting minutes.

Treasurers’ Report: Jay Berwick

Jay informed the presidents that cash reserve funds from the scholarship account have been transferred back into the general fund. At this time our general funds are low, but will increase soon with the sale of our promo boat and the raffle ticket funds, A motion was made to accept the treasurer’s report by Tony Impellizzeri and seconded by Lupe Reyes…passed unanimous.

Jay told the presidents that the funds earned from last year’s State Championship were around $4,000.00

The board has agreed to provide a minimum of $500.00 per angler on the State Team at this time. When funding is available this amount will increase. The reason for this is participation is down and there was no money from the chamber of commerce. The presidents and current State Team members put out a question of not having a banquet and picnic for the State Championship. The presidents are to review this issue with their members and get back with Sharon Leonardi on this question.

 

Youth: Barry Narrin

The junior state fish-off is May 31st and will be on Lake Nepessing in Lapeer. Barry told the presidents to tell their youth directors that he will need their youth club rosters by April 1st and that they will have untill May 1st to add kids to their roster in order for them to qualify to fish the state fish-off. Then, he will need their tournament results in his hands one week before the youth state championship. The kids that are on their youth roster by May 1st , and have fished in their youth club tournament will be invited to the youth state championship. He also informed them that he wants all youth directors to attend the December presidents meeting. He informed the presidents that the junior state winners that qualify at our state fish-off will be fishing with the state team at divisional, they will fish on the last day with the state team. They will meet the night before with the state team and fish the last day with the team with their weight counting toward the state total. This looks to be the last year for Casting Kids as we know it, but it will be back in another form and I will keep up updated as I get more information. The presidents were informed that the youth projects form is due soon and how it works, this is a reimbursement program. Barry will need an article with pictures sent in after the event, and then a check will be awarded to that club to cover their expenses. Jr. members must be on a Jr. club roster by May 1st, 2009 to be qualified to fish the Jr. Championship.

 

Classic Series Report: Larry Gargus

Larry informed the presidents that the championship will be on Burt /Mullet out of the Indian River. St. Clair will be out of Selfridge launch, Wixom Lake will be out of Albright Shores and as of right now Saginaw is TBD. Larry will have an article in the newsletter that will detail all of this. This year we expect to have about a 30 boat field.

 

State Championship 2009:

Sharon Leonardi will be this year’s tournament director for the state championship. Pres. Sacks asked the presidents if we wanted to close any of the waters for the state championship and the presidents voted no closed waters for the state championship. Pres. Sacks informed the presidents of the races that will be taking place during the state championship. These should not be much of a problem to our anglers The question of moving the tournament to another lake was asked. Due to the State raffle rules, moving the tournament would not be an option.

 

State Championship 2010:

Pres. Paul asked the presidents for their input on where to hold the 2010 state championship and it was from the mass majority of the attending presidents told Paul that they want to see it on Muskegon Lake. Pres. Paul said that he will start to look into that now and that the tentative dates are July 29, 30, and 31st. Club member Jeff Kellogg volunteered to make contact with the City Chamber of Commerce to begin looking at this location.

Membership: Sharon Leonardi

Sharon is asking that all clubs must complete their on-line rosters. She told the presidents that we have some new clubs and some returning clubs (Sanford Lake Bass Club). Pres. Sacks informed the presidents that the national cost to join a second club has been removed and that you only pay once to belong to multiple clubs. (Up to 3)

Newsletter: Tom Boland

Tom is all set to go and is just waiting for a few more articles. Tom is always looking for articles and pictures from the presidents and/or from anyone in their club that would like to have an article published, if you have something you would like to see please get it to Tom by March 29th.

 

Raffle: Paul Sacks

Pres. Sacks presented the Pres. a question raised by some members. Should clubs have full benefits if they do not sell any raffle tickets?.Ex. of a restriction: would not receive team cash awards at State Championship. After discussion the presidents felt and voted that this is a non-issue.

 

Promo Skeeter Boat: Paul Sacks

Pres. Sacks informed the presidents that we still have a boat for sale and that we have a no-sign contract with Skeeter, but that he is still looking into a boat sponsor like Nitro or with the Triton Alliance program. At this time our State qualifies for Skeeter , Triton,

Nitro –Tracker bonus money.

 

Sponsorship: Paul Sacks

Pres. Sacks and Camille are working on more new sponsors, also if you know of any or have any leads on any please contact him with that information. Pres. Paul informed the presidents of the two different rod sponsors and the deals that we could have with them.

We just signed with KMR Lures Co. (formerly known as Laketown).

 

Conservation: Mark Brantmeyer

Mark informed the presidents that the Costa Del Mar is taking application for their scholarship right now.

We should be presenting the DNR with our blueprints for the Harley Ensign release tube soon.

 

**Pres. Sacks told the presidents that we will be providing the trailer for the veteran’s tournament and that we need about 30 to 35 boats.

Please contact him if you can help take our soldiers out. This is at Kent Lake on June 13, 2009. Let’s show them we care.

 

**Pres. Sacks presented the presidents a fizzing tool that the clubs and/or the federation can use as a fund raiser; he passed out the information to all the attending presidents.

 

**Pres. Sacks informed the presidents that there will be no membership drive this year. Too late this year, maybe next year.

 

**Pres. Sacks informed the presidents that with us now belonging to MUCC we can hold up to four Texas hold-ems’ for fund raisers.

This could provide a huge yearly income for our State Chapter.

**The 50/50 raffle was worth $113 dollars and was won by Tom Boland. Special 50/50 prizes were also presented.

 

Nick Bard won the Bassmaster’s Classic on-line contest and received a quart of Evans Williams Bourbon. "Lucky guy"

We plan to do this contest each year.

Treasurers’ Report: Jay Berwick

Jay informed the presidents again of our currently asset rich meaning that when the boat sells and the truck raffle is over, our general fund will be in great shape. He informed the president that we are going to reimburse the general fund from the scholarship fund (the general fund paid out the awards). Jay discussed with the attending presidents the cost of doing the boat show newsletter and asked if it would be worth it to go to a two to four page booklet instead in order to save money. A motion was made to accept the treasurers report by Mike Kujawski and was second by Dave Demott, this passed unanimous.

Classic Series Report: Larry Gargus

Larry informed the presidents that the flyers are done and are here. He let them know that he has already received paid entries and that this year will be bigger that last year. He informed everyone that this year he will be collecting late fees and that you will need to be in a club by no later than June 1st to be eligible to fish in the classic.

State Championship:

Pres. Paul asked the presidents how they feel about making the state fish-off boundary from bridge to bridge; there were no objection from the floor on this. Pres. Paul then asked how they would feel about making Walpole waters off limits in order to save the guys fishing the state fish-off some money and there was much discussion on this from the presidents going either way but in the end it will be left to the decision of the tournament director.

Membership: Sharon Leonardi

Sharon is asking that each club provide at least 2-3 e-mails in order to make sure that the information is getting out to that club. Sharon told the presidents that we are looking at giving a discount for your state dues for the second club you belong to, it was discussed by the presidents and they all felt that this was not needed. Sharon also requested that each club have a membership director so that she may have a direct contact for both youth and adult clubs. All clubs must complete their on-line rosters.

Newsletter: Tom Boland

Tom went over with the presidents what it cost to produce the newsletter and discussed having an online issue and the saving we would have, but still have a hard copy for those that still would like it. Tom is looking for and always looking for articles and pictures from the presidents and/or from anyone in their club that would like to have an article published, if you have something you would like to see please get it to tom by March 29th. Pres. Paul also informed everyone attending that we can e-mail the president minutes to all club members if we have their e-mail addresses.

Raffle: Paul Sacks

Paul informed everyone that the raffle tickets are now available and to please have one point person for each club to sign-out the tickets from Paul Wagner. Paul Wagner has a form with Q & A on it to help provide information for the clubs selling the tickets, so please read this it is some very good information.

Sponsorship: Paul Sacks

Pres. Paul is working on some new sponsors, he also going to be working at the expo at the classic to get more. Also if you know of any or have any leads on any please contact him with that information.

Conservation: Mark Brantmeyer

Mark informed the presidents that he is currently working on the design of the release tube for Harley Ensign ramp and should have some better information on it at the next presidents meeting.

**Pres. Sacks informed the presidents that he is currently working on a boat sponsor and that the 2009 Skeeter boat has been delivered to LakeDrive Marine and is trying to be sold thru the internet and at the marina.

**Pres. Sacks told the presidents that of the changes at BASS, the loss of accidental death & dismemberment insurance and also that we still have the liability insurance.

**The discussion on having a membership drive has been tabled till next meeting.

**Pres. Sacks told all of the presidents of the dates and time the classic will be aired.

**Pres. Sacks said that the discussion on where to have the 2010state fish-off will be tabled till next meeting.

**The 50/50 raffle was worth $95 dollars and was won by Matt Green. Special 50/50 prizes were also presented.

** A motion to change our By-laws was on the floor: The following needs to be added:

**WILL CODICIL

Use of Revenue: All funds and assets of the Michigan Bass Federation shall be used only for purposes that are consistent with the purposes of the Federation and for actual administrative expenses in conducting the affairs of the Federation under the direction and with the approval of the Board of Directors. The Board of Directors may purchase land, building and equipment and operate and maintain the same as required to further the purpose of the Federation.

Dissolution: Upon dissolution of the Michigan Bass Federation and after paying for payment of all liabilities of the Federation, all remaining assets of the Federation shall be transferred to (another non-profit or local unit of government).

Use of Revenue for lawful purpose: Revenues of the Michigan Bass Federation shall not be used for the benefit of any individual, member or shareholder of the qualified organization except to further the lawful purposes of the Federation.

The By-law change was passed by the attending presidents.

New board member Camille Delikta was introduced to all the presidents. Acting today as recording Secretary.

Treasurers’ Report: Jay Berwick

Jay informed the presidents again of our current status of our profits and loss for 2008. The Promo boat has been paid for and we have won a $35,000 voucher for a Toyota truck. He informed the presidents of our projected income after we sell both the boat and truck. The scholarship interest fund was $2148.00 and the principal balance lost was $6000.00 bond fund and this was due to the economy. The board approved a total of $3000 for the scholarship fund and out of the 13 applicants we will pay back $600 to five. Motion to accept made by Brian Masters and was second by Sharon Leonardi, this passed unanimously. The following are the recipients: Emily Head, Robert Leonardi, Cortney List, Jay Scheafer, and John Ewald.

Classic Series Report: Larry Gargus

Larry told the presidents that he has set that dates and lakes right now and they are June 7th2009 at Saginaw Bay (site to be announced), July 12th 2009 at Wixom Lake, August 2nd 2009 at Lake St. Clair, and August 30th 2009 for the classic championship at TBD. Last year’s classic series had the highest payback per boat that any other trail out there at over 140%.

State Championship:

This year’s state championship will be on July 23 – 25th 2009 and the deadline for the club roster for the state championship is June 1st 2009. 2009 state championship lake suggestion were Grand Traverse Bay (0 votes), Lake Charlevoix (0 votes), Muskegon Lake (2 votes), Saginaw Bay (6 votes), and Lake St. Clair (12 votes). A motion to accept Lake St. Clair was made and passed unanimously. The 2010 championship was tabled till the February meeting so that the presidents go back to their members – possible Muskegon Lake or Traverse Bay.

Membership: Sharon Leonardi

We currently have 746 members (595 adults and 151 youths). All members must pay their dues for each club they join. Bass has a new on-line license agreement for each club that needs to be check, if not checked then that club is not part of us. For each club there is a state box and each member has a box, we will not check the state box if the members roster does not match with the federation roster.

Newsletter: Tom Boland

Tom told the presidents that the next newsletter for the show is all set and is ready to go to print. We are currently having issues with advertising (billing and donations). There was discussion on having a hard copy over an on-line (e-mail) copy; the presidents are to take it back to their members to see which they prefer. If we were to go to an online newsletter the federation would save about $3000. Tom is looking for and always looking for articles and pictures from the clubs.

There will be a lot of changes to casting kids and to the youth championship so please keep in contact for updates. This looks to be the last year for casting kids as we know it, but it will be back in another form and I will keep up updated as I get more information. We will be getting some kits for this year’s shows and as of right now this still is a championship and this means that we still need clubs to step up and run casting kids at the upcoming shows. We are still donating $50 to the clubs for each casting kids contest the work. For the kids that qualify at our state fish-off they will be fishing with the state team at divisional, they will fish on the last day with the state team. They will meet the night before with the state team and fish the last day with the team with their weight counting with that state. To qualify for the junior state fish-off the junior club must have their roster in by April 1st with all dues paid, also they must have had a qualifying event and have the results to the youth director seven day before the championship.

Guest Speaker:

Jason Fleming from the fisheries department are scheduling a database with hours, total weight, Total alive/dead, start time, largemouth weight, anglers fishing, vehicles & trailers, and excreta. There will be no cost for the new system, but there will be administration coats. There are only 40 lakes that need permits and November 1st is the date that you can pull a permit for a DNR site.

**President Sacks told the presidents that we are looking for new sponsors for the federation, so if you know of any or have any leads on any please contact him with the information. He also informed the presidents that because of the times that snack daddy has gone out of business. We would like to thank all our sponsors for their contributions in 2008.

**Pres. Sacks introduced to the presidents that our new conservation officer is Mark Brantmeyer.

**There were awards of recognition to Tom Boland and to Paul Wagner for their outstanding work for the federation.

**Pres. Sacks told the presidents that of the changes at BASS, the loss of accidental death & dismemberment insurance and also that the non winning teams were splitting $27,000 but now it will split $15,000.

**The president discussed option for the truck and voted on raffling off the truck. A motion was made to raffle off the truck and it passed unanimously. Clubs will keep 1 dollar out of each ticket as a fund raiser.

**Pres. Sacks told the presidents that we need to make a five year budget for payment of funds from selling off the truck..

**Pres. Sacks asked the presidents that if they are interested in seeing something on the agenda to please contact him with in 7 days of a meeting.

**Lake Nepessing Bass Club and Michigan Bass Busters both made donations to the scholarship fund – Thanks to both clubs.

**The board and the presidents thanked the Central Michigan Bass Masters for hosting the meeting. The coffee and donuts were great.

**The 50/50 raffle was worth $105 dollars and was won by Dave Demott. Special 50/50 prizes were also presented.

**Presents were given out to all attending presidents for Christmas, thanking them for all their hard work.

Treasurers’ Report: Jay Berwick

Jay informed the presidents our current status of our profits and loss for 2008. When the Promo boat is sold we will be in very good shape for 2008. Jay told the presidents that there will be more information to go over at the December meeting. Jay presented the current account figures with the presidents as of Nov.,’08. Motion to accept made by Sharon Leonardi and second by Paul Wagner with a unanimous vote to pass.

Boat Report:

Pres. Sacks informed the club presidents that the boat is still for sale and that it has been ordered and will be at the Lake Drive Marina and has also listed it on Craig’s list.

Classic Series Report: Larry Gargus

Larry told the presidents that he will have additional information on how next year’s classic is going, but he has set that dates right now and they are June 7th2009, July 12th 2009, August 2nd 2009, and August 30th 2009 for the classic championship. Last year’s classic series had the highest payback per boat that any other trail out there. Clubs may use a tournament for they own club standings, we will track the results for them.

State Championship:

Pres. Sacks informed the presidents that we will subsidize the divisional team money out of the general fund, due to the lower funds earned at the last State Championship .President Paul asked the presidents to give Paul Wagner rounds of applause for a very well run state championship. This year’s state championship will be on July 23 – 25th 2009 and the presidents will vote on a lake at the December meeting. Paul Sacks informed the presidents of what BASS needs to hold the divisional here in Michigan.

Membership: Sharon Leonardi

When Sharon sends out possible members inquires, she would like some feedback from the clubs on that information. That it was received and that that person was contacted. She also reminded the presidents that next month BASS will be resetting the on-line rosters. There are clubs that need to have their on-line rosters updated for them to match their state club roster. For a member to be in good standings they must have their BASS membership current which means that paid State and National dues. Sharon announced that the Calhoun County Bass Club won both of the membership drives for a total win of a $1000.

Newsletter: Tom Boland

Tom told the presidents that the next newsletter is all set and is ready to go out at the end of November and if you would like to see anything in this newsletter that he will need it in by November 7th, also if you would like an article in the next issue which will be our boat show edition he will need the information by December 7th. Tom is looking for and always looking for articles from the clubs.

Youth: Barry Narrin

This year was a big learning curve for Barry. The bigger the youth department gets the more he will learn, and to that we have gone thru the rules and by-laws to make some changes to the youth clubs. One of them being that the youth clubs will have to hold a tournament (paper or weigh in) and turn the results into Barry before the fish-off. Every Jr .member is invited to the Championship, but to qualify you will have to have fished in one of your youth club tournaments. Barry gave out checks and thanks to those that have run casting kids events and looks forward to doing more next year. Barry told the clubs that for those that have submitted for youth project funds that as soon as he receives the summary and pictures he will get them their checks. This year’s youth Jr. State Championship will be May 31st on Nepessing Lake in Lapeer.

**Bass has reset their on-line roster and clubs can start re-activating now. Clubs need to get their on-line rosters up to date for we match our rosters against the on-line roster.

National B.A.S.S. is holding a new club contest. Any club that completes an on-line roster before the Dec. 31 expire date will be entered into a drawing. The club that wins will receive a FREE Life-Time membership to B.A.S.S. That club can use the free membership any way it wishes. Could be sold to one of your members as a fund raiser item.

**President Sacks told the presidents that we are looking for new sponsors for the federation, so if you know of any or have any leads on any please contact him with the information. He also informed the presidents that because of the times that snack daddy has gone out of business. We would like to thank all our sponsors for their contributions in 2008.

**Pres. Sacks told the presidents that our new conservation officer is Mark Brantmeyer. He also asked that if there was someone that could or know of someone that could go out to Harley Ensign to measure and draw up some designs for a release tube. Please ask your club members

if they could help us on this conservation project. Our board needs help.

**Pres. Sacks suggested the presidents to keep the 2009 dues the same as the 2008 dues, no motion was made to change the state dues so they will stay the same.

**Pres. Sacks asked the presidents for nominations for the last open seat on the board. The nominees from the floor were Butch Seegraves and Camille Delikta. A vote was put out on the floor and Camille will be our new board member. Serving a 3 year term .The others elected were

Tony Impellizeri, Sharon Leonardi and Tom Boland ( seated unopposed).

**Pres. Sacks told the presidents that we are going to keep the trailer and fix it up.

**Pres. Sacks told the presidents of the different contests that we as a Federation are entered into, Longhorn contest , Lowrance contest and a Toyota "Drive the Nation membership contest.

**Pres. Sacks asked the presidents that if they are interested in seeing something on the agenda to please contact him with in 7 days of a meeting.
